If, for example, soontir fell w/ stealth device is range 1 to BSP with draw thier Fire and gets shot, after mods and cancellations one crit is left going through, if BSP draws that crit with draw thier Fire,does soontir lose his stealth device?

Technically, he's been 'hit' in the rulebook sense as there was uncancelled 'filled explosions or unfilled explosions' after rolling Attack and evade die. Would he therefore lose the device despite not actually being hit?

You answer your own question right there. Yes, it is a hit and he will loose the SD.

Soontir has indeed been hit (due to the uncancelled crit), so that's the only way it can trigger Draw Their Fire. So he loses his Stealth Device, but it's the BSP that wears the damage.

It must've have been some kind of ricochet shot.

I guess the only thing we could further note is that if the BSP also had a Stealth Device for some reason it would NOT lose the SD despite taking the [crit] result.
