Vassal includes chat functionality, though often you are better off private messaging people directly and/or advertising your desire to play with the "Looking for a game" button that marks your name with a blue exclamation mark. Rush hours tend to be evenings in US time zones.

Yeah, there's no good way to guarantee a game. Just show up, put an exclamation mark next to your name, and private message people.
