Does 'an attack that does not hit', mean an attack wjphen you throw every dice blank, or that you throw hits but the enemy evades all?

The latter.

If there is an uncanceled attack result, the attack has hit.
If there is no uncanceled attack result, the attack has missed.

If it only triggered when you threw every die blank, Gunner would not be worth 5 points. He probably wouldn't be worth 1, for that matter.

Should it not be both? All eye/blanks on an attack roll and having all hits/crits negated by evade results both mean the attack has not hit, which would trigger gunner. Gunner triggers simply if you have not hit.

No.

The definition of a "hit" is very specific: There is no uncancelled hit/crit result. Whether or not there was a hit/crit prior to cancellation is irrelevant.

Rolling all blanks does not necessarily result in a miss: Kanos can add a hit result which was not rolled but which might result in a hit.

Don't forget Blount can roll all blanks and still hits too.

If I roll all blanks on the red dice I do not hit and gunner gets triggered. If I roll 3 hits but the defender rolls 3 evades, gunner also gets triggered as I still have not hit.

The way he worded it, assuming no other game effects, both examples trigger gunner, you are correct.

The confusion is that he asked a question and himself gave 2 possible answers, none of which are strictly correct.

There are examples of situations where option 1 would not necessarily trigger gunner (see above posts)

Rolling hits is not a prerequisite for triggering gunner, so option 2 is also wrong.
