As for your actual question, nothing prevents the other factions from getting illicit upgrades. They simply don't have any ships with the slot yet.

It's unlikely they will get them, but theoretically possible.

I think it's unlikely they'l have them because Illict seems a nice sneaky upgrade slot for the advantage of the Black Market. Something Scum would abuse.

I can easily see an Imperial modification card for the Firespray that would give it an illicit slot.

Some other faction is bound to get some kind of illicit upgrade slot at some point, they kind of hinted at it in their article dealing with illicit upgrades:

"It’s no big surprise that the Scum faction is the first to make use of the illicit upgrade."

First, not only, faction. Safe to say they left themselves open for the possibility.

I'm sure someone mentioned it before, but I wouldn't be surprised to see new YT-1300/YT-2400 S&V upgrade packs at some point, in the way they put the Firespray and HWK cards in the Y-Wing/Z-95 release.

If you think about it the Falcon being a smugglers ship probably had illicit upgrades to start.
