Hi. I have all saga and AP except VoI and Ringmaker ones. ¿There is any good Theoden deck i can make that keeps thematic within the Rohan faction without VoI? I guess i really need Eomer and Rohan wathorse but i need to try...

You could try Theoden, Hama, and Eowyn. Spirit would give you Steed of the Mark and Unexpected Courage so you can quest and attack/defend with Theoden. But yeah, VoI would help a lot to give you Eomer, Westfold Horse Breeder, and Rohan Warhorse.

well if you count merry as rohan he and theoden together total 6 questing I believe so you could do them + hama or eowyn depending on if you want just tactics or not

You could try Theoden(T), Eomer & Theodred with Mardils Erbe (Heir of Mardil) attached on Theoden, so Theodred can ready Theoden after commiting to the quest by giving him a resource for a total of 4 WIL.

I've been making a lot of Rohan decks lately, not all of them have Eomer in them. Theoden(S)/Grima/Merry(T) is my solo saga deck. Either version of Merry actually pairs pretty well with either version of Theoden.
