The card refers to one individual. She is a clone, about 3 years old, and she does have "sisters" with whom she shares a psychic bond who are being held in their tanks indefinitely.
Presumably the Nisei 2.0 agenda represents the next iteration of her line with enhanced psychic abilities: she has a 2/3 chance of ending the run depending on how well she can read the opponent, whereas the next generation can do the same 100%.
Her loyalty to Jinteki is complicated. In the original board game, it can go either way. She is definitely trying to become a whole individual, and has some awareness that her company is not wholly benevolent. She knows they're not above retiring her entire line and destroying her and her sisters if she fails to perform to expectations.

Probably not would be my guess. Psi seems to be wholly a Jinteki creation as it is found nowhere else other than the Nisei lines. And when it comes to escaped or rogue Jinteki property, they've gone to that well once already with Ken Tenma (and he's not psychic.)

Yes. The High-resolution art on Matt Zeilinger's website shows that Oracle has that beauty mark above her left eyebrow, and the distinctive large blue ring.
