APL never causes damage. it always rolls blanks.* go with TJ.
*this is based on my own experience, in which I got APL activated six times during a tournament and didn't do damage any of those times.

I like Tactical Jammer. APL are nice, but are limited by the need for the ship to actually bump into you, and only have a 50% chance to deal damage. Jammer only requires the ORS to be between you and their other ships.

I'm aware, but that's still easier said than done. I've played plenty of games where an opponent was able to keep my ORS at bay or unable to block, especially if they start their move outside of range 2 from the Intel Agents.
