The only limits are characteristics cannot be raised above 6, except through cybernetics to a maximum of 7. This limit exists independent of the character's species.
It was suggested a while ago that [species average (starting stat line) +3] may be a better limit than the 6 for everybody - regardless of species - that we have at the minute.

Yeah, I disagreed then as well... I don't think there is any relevance in that matter except that it overcomplicates a very fair and balanced system.
I asked about this in another thread just a moment ago. I don't think species/racial limits are necessary, but I can see the logical sense, particularly with species of lower or greater silhouette than 1. I mean, a Toydarian or Chadra-Fan who pumps their Brawn up to 4 or 5--is it really believable that one of these beings could be stronger than a Wookiee? I realize it's Star Wars and suspension of disbelief is kind of important, but I also understand why that type of limitation could be used.
Yeah, but what lenghts would one have to get to a brawn that high? That individual would be a one trick-pony and pretty much would be the extreme exception of his race by definition so I wouldn't be that surprised by it.
Furthermore, it seems quite difficult to get a brawn characteristic over 4 or 5 for a silhouette 0 creature especially at character development...
As the CRB constantly reminds the GMs, use common sense. If you have a problem with it, talk with your player/GM and work it out. Otherwise, it could be hilarious. I recall someone on the Order 66 Podcast (think it was Fish) talk about making a Drall Heavy, which sounds awesome. So remember the Rule of Cool, make the game fun for all involved, and play!
In one of our games, we had an Ewok with a Brawn of 5. He was abso-freakin-lutely insane!
And much more entertaining than my Wookiee (in another game) who also has a Brawn of 5.
I wouldn't do anything with characteristic limits. The number scale for the game is too small to represent anything but the most severe limitations. Sure, it'd be funny to see an Ewok or Toydarian with a higher Brawn than most Wookiees, but there is such a broad difference from one number to the next that this would only get messy and overtly complicated.

system gets wonky when you go more than 6 so that is where they put the limit.
