I attempt to respond with Manifest Destiny or my opponant attemps to respond with say, Antisocial
Am I then able to respond with Bounce Back, even though the enhance step has not began?

id say as long as the attack has been sucessfully played you could react with bounce back
its just like promo kazuki who says when this attack is played it gets +2 damage it isnt the enhance step yet but it still can get the damage bonus
You couldn't get a speed bump from Manifesting, because it has to be your opponent's response, right?
But, yes, as soon as your attack is played you may begin to use reacts that modify speed or damage, just like James Hata** + Manifest Destiny. Heck, your opponent could play Power of the Edge, and you could give your move +2 speed (if you want to cancel PotE, it could actually matter 8) )

Yeah sorry I misworded the post (mental note, don't ask rules questions that late). It should be like this:
I play the attack.
I attempt to respond with Manifest Destiny, which in turn gets negated by Chester's/SoC/Inhuman Perception
Since the attack has been successfully player, can I respond with Bounce Back to the negation of my Manifest Destiny?
My other question is if my opponent responds with something like say, Antisocial to my attack successfully being played. Am I able to respond with Bounce Back then?

B-rad I'll keep that in mind for our tournaments, sorry I couldn't help out on the weekend, it's just that it wasn't the enhance phase and it didn't really seem right, but i'll take tag's word on it.
