Not how it works. It lowers deployment costs, not reinforcement costs.

But when you deploy the Stormtroopers, would they not be -1 point per Stormtrooper?
And when you spend threats every round to Deploy new Stormtroopers, would they not be -1 cost?
I understand that when you reinforce an already deployed squad of Stormtroopers that they would not get the - 1 bonus.
