Basically Nomad games is holding a contest for a charity (I belive it is called Second Life) that helps disabled children/adults play video games and games in general as therapy. You can submit a character on this forums, the nomad forums, the talisman digital edition steam group, or the facebook page. Submissions are pretty informal an no limit. All the rules contain is legal mumbo-jumbo consisting of "We can use your submission however we like, alter it how we like, don't get mad an sue us for creative control, lisences etc. It you submit you waver those rights, etc." Pretty normal for those types of contests.
Deadline for submissions is January 1st. After they go through them all they will take the ones the like and put them up for a vote.
You don't need to submit artwork or a 3d model or even a backstory blurb like you see in the rulebooks, you can simply come up with a name, the rules and stats.
So your submission can look like:

Abilities:
Cursed forever, you are immune to being turned into a Toad.
When resolving a Battle with another character, if your opponent rolled a 1, they are turned into a slimy Toad for three turns.
After resolving your movement, you may hop one additional space in any direction.
