No.

Jendon does not allow someone to acquire a TL. He transfers a blue TL token. That's not the same. And nothing happens to the red token.

To clarify, even if an ability allows a ship to "acquire s TL" (such as Dutch's) that ship has still not taken the TL *action*. That ship could still do the TL action in their turn, they would just forfeit the TL they gained earlier.
