If I want the offense I could boost and TL to R1. If I need to get out of arc, I could boost or barrel roll.

I'm guessing he means either one is an option if he wants to get out of an arc. But you couldn't use both, because if you use Expert Handling you get a stress token so you can't use R7-T1.

Yes. This very clearly an OR option. It gives me a ton of options though on how to maneuver an otherwise easy target.
