"Go get 'em, Tommy" and Mandy's mission

I've noticed a whole lot of things in Innsmouth where order is pretty unclear. I believe the last I heard was that if there was a timing dispute, the first player decides.

The Ancient One is at 1 doom in final combat, all investigators including Tommy Muldoon (who removes a doom, among other things, when devourered), are devourered (say, by Glaaki). Who wins?

There are 5 elder signs on the board. A 'gate block' adds the last uprising token to the track, but is also the 5th 'block' for Mandy's mission. AO woken up or no?

Scenario 2 actually happened to us, we played it that the investigators won.

Since the PS happens after the devouring takes place (assuming, don't have IH yet, so can't verify from the card), I'd say Glaaki wins.

Can't comment on the 2nd Q, not knowing what Mandy's mission is.

If Muldoon is devoured because Glaaki killed everybody... then Glaaki killed everybody; it's all over.

If, however, Muldoon was devoured earlier than TL10 during final combat, you have two simultaneous effects you have to resolve:

  • Tommy Muldoon's devouring will remove the last doom token, and can prevent one TL increase
  • A devoured investigator will raise the terror level by 2, as per Glaaki's ability

I believe in this case the effects are truly simultaneous, so the First Player could decide. If the Terror Level was at 8 or 9, then removing that last doom token would kill Glakki before the Terror Level reached 10.

But if the Terror Level was 8 or 9, Tommy would have failed his mission ages ago.

Does Glaaki have an Epic Battle card that devours lots of investigators? Other than that coming up very early with a small team, I can't see how Tommy and everyone else could get devoured before the Terror Level hit 5.

I would mark that "all investigators devoured" scenario as a technical defeat. The devouring has to happen for the effect to kick in. Since it happened, they are all devoured and the game is lost. However, flavorfully, I would note that Tommy would remove the last doom token from the guy, and say that while all of the investigators were devoured and Arkham was overrun with whatever kind of horror the Ancient One is famous for, and probably most of the surrounding countryside is in ruins, possibly even the planet... at least it wasn't entirely in vain. They did get him to go away, eventually. I guess that flies in the face of the Mythos, but it's how a good RPG would end.
