Strategy:
Essentially, I race to 13 world count by using Dark Friends as support. A very simple deck. Ansem can't be challenged easily with 9 attack. I utilize his magic and use Blizzara on Deep Jungle. That's pretty much it I guess.

If you're going to make a Dark Deck, there's 3 cards you can have to be strong:

Dragon Maleficent: A quick trip to level 9 before you even get to the first reshuffle. Sure beats having to go through several reshuffles just to get to level 8 or so. Dark Decks have a very slow start if they don't have this card. But this is a Super Rare, so maybe you don't have it.

Sea Neon: Keep one in your Friend Area and your opponent can't use Attack Cards ever. Very nice since Ansem can't use them either. I see you have these already, so kudos.

Wizard: Yes it's a level 7 card, but if you have DM it shouldn't be a problem. Your opponent cannot use magic cards. You'll have to give up your Cura's and Blizzaras for as long as this is out, but you can just save up all the Curas you need -> use Wizard in a challenge or battle -> Discard it -> Play whatever magic you want and quickly boost your HP back up -> play another Wizard. It's a window that only opens up when you want it to, and it can't be Darksided like Phil.

Wizard + Sea Neon means your opponent can't do very much at all but throw Friend Cards at you in challenges or Dark Cards at your World Card. Dragon Maleficent means you don't need to build up much past level 3 before you're able to use a full range of Dark Cards. Once you solidify your position with a Wizard you can pretty much play any Dark card you like in your friend zone. And since you no longer need to build up, you can worry less about having the right Dark Cards in your friend zone and worry more about having Dark Cards that stop an opposing World Racer.

But you only have Sea Neon. And you don't have any cards that really overwhelm an opposing World Racer like Guard Armor or Bit Sniper. You have Gigant Shadow which is nice to put on your opponent's World Card in addition to other... but you only have 1.

It's an okay deck, but it's going to be really easy to counter if your opponent has some strong high level dark cards on your World Card.
