Given that every career in this book offers Force Rating 1, I don't think there needs to be an official "universal Force user" specialization.
Exile and Emergent were necessary for EotE and AoR respectively because being Star Wars there had to be some means to play a Force user, even if the core focus of those books had little to do with the Force.
FaD on the other hand is all about Force users, with the PCs starting out as such by default. And if you want to increase your Force Rating past what your initial spec offers, there's options within your career (with more added once FFG gets to the "start producing career splatbooks" stage of the product line) as well as non-career options, to say nothing of Exile or Emergent themselves if the GM allows you to make use of those as a means of reflecting that your PC is "self taught" or "learned through practical experience" in regards to their mastery of the Force.
Jedi are pretty much dead in this time frame, so the lack of any career or spec that has the Jedi label (though a surprise) is very much fitting the the "dark times" feel of the setting. Even during the early days of the Rebellion Era (when the game is actually set), there weren't an abundance of Jedi; Luke probably only called himself as such out of a sense of duty to the Alliance and them wanting a "heroic poster boy" for their war effort, particularly in light of Anakin's own sterling reputation as "the Hero with No Fear" from the Clone Wars, even more so since in Legends the only Jedi to not have their name dragged through the mud by Imperial propaganda was Anakin (listed as dying in defense of the Empire against the treacherous Jedi Order if I remember right).
I truthfully think that FFG is better off taking a page from WEG and having a PC decide for themselves if they're truly worthy of calling themselves a Jedi, or even if they are a Knight/Master rather than require the PC to take a specific specialization, much as WotC largely required you to take an actual Jedi class in order to be a Jedi (Saga Edition relaxed this a bit, but at the same time had a Jedi Knight prestige class).
