I was playing through Return to mirkwood and wondering weather the player guarding gollum raises his threat by an additional 3 after his 1 per round or whether its just 3?

Raising your threat by 3 due to Gollum's effect is independent from raising your threat at the end of the round. So both will happen for a total of 4.
