There is no age restriction to playing competitively.

As long as you know the rules and it doesn't take you ages to play your cards, all should be well.

That proviso being met, you'd be completely welcome. I started playing CCGs at around age 15, but I've faced younger players as well (and proceeded to be utterly destroyed by them, oft as not).
