Have there been sightings of low-PS Phantoms?? I thought most people fly Whisper, and some other people fly Echo, but nearly nobody flies a non-name Phantom.

No, you are not mistaken. High skill phantoms are more prevelant because of the cloaking mechanic as well as cards like ACD, the cloaking performs better with higher pilot skill.

That is not saying that a low PS phantom squadron is not viable. Echo with 2 other sigma squadrons might have some great options but you can't build a sigma the same way as echo or whisper minus the EPT. Stygim particle accelerator is better for Low skill phantoms than ACD because low skill phantoms are exposed longer in combat than high skill phantoms who can attack and kill a head on enemy. Phantoms die faster than Interceptors when they are caught without cloak. The free evade + recon focus can help keep them alive when they are exposed while attacking.

Really? Because non-ACD phantoms are just a conventional ship and don't require any special treatment. They don't have the unpredictability of a real phantom, so if you can keep a TIE fighter in arc with your normal list then you can do the same with a non-ACD phantom. If you aren't worried about the named + ACD phantoms then you're probably better off practicing more and improving your anti-phantom skills than changing your list to fight them.

(This, IMO, is why even low-PS phantoms need ACD. An occasional evade token does not make up for losing the unpredictability that keeps your expensive ship from drawing focused fire and exploding.)
