Questions about the Stokhli Spray Stick

So I've never really played a combat oriented character and therefore never really had a weapon with special qualities. I had the idea of giving one of my more social characters a Stokhli Spray Stick so that he could contribute to combat in some way without having to be an expert marksman or a brawler.

I don't understand how this weapon is supposed to work.

Taken from page 41 of the Far Horizons book:

Fired from the shoulder like a blaster rifle, these weapons shoot a highly concen- trated spraynet mist. The mist condenses into a liq- uid, then into a solid web while in flight, enveloping and immobilizing its target. In addition, as the net envelops its target, it delivers a powerful electrical charge.

It has Ensnare 4 and Stun 8... If i'm reading the book correctly, I have to get 2 advantages in order to trigger these. Do I need to get 2 advantage for EACH quality? (So 4 in total)

It also does 0 damage.... so does that mean if I get 4 successes and 1 advantage that it does nothing? That seems silly to me.

I'm really confused and I was wondering if someone could please point me in the right direction.

By RAW, yes you would need 4 Advantage to get both the Ensnared and Stun qualities to trigger.

So for the scenario listed (4S, 1A) the shooter would only do 4 damage (which probably won't get past the Soak Value of most targets), but the target is otherwise unaffected since you didn't get enough Advantage to trigger either weapon quality.

It's one of the quirks of the system, though I've suggested a fairly popular house rule to allow the attacker to forgo the opportunity to deal damage in favor of having a successful attack check instead trigger a weapon quality, so long as said weapon quality is not inherently reliant upon hitting or missing the target (such as Auto-Fire, Linked, and even Blast).
