Jedi Hunter Droid
Looks like a good way to give your players lightsabers.
I like the idea of a Jedi hunter droid, and having Palpatine reinstate their use, and be used alongside the Emperors hand.
How would you stat them out?
Could cannibalize the Magnadroid from F&D. Wouldnt be a bad place to start. Another idea is, if you want it to be a big bad guy, inquisitor rules without force powers with a droid.
As far as the lightsaber stats go, just give them a slightly inferior version of the basic lightsaber, with a base damage of 5 and crit rating of 3 and not that it's more of a mass-produced model using inferior focusing crystals (so no upgrade options) if the GM is worried about their PCs suddenly swimming in lightsabers.
As for stats, the MagnaGuard 100 is a pretty solid baseline, replacing the ranks in Melee with ranks in Lightsaber instead.

In the Tapani sector game I'm running, I use Training Saber stats for Lightfoils, but let them crit on a triumph and do wounds instead of strain.
