I just want to confirm a timing issue. Let's assume you have a Decimator with Ysanne Isard crew, you have a stress token going into the Combat Phase, and you have a friendly ship at range 1 with the Wingman EPT. Since I would be the controllilng player, I can settle the two "at the start of the Combat Phase" effects in any order, so that I can: 1, remove stress with wingman, and then 2, take the free evade action from Ysanne Isard (since I no longer have a stress and can now take actions). Is my interpretation of the timing accurate? Thanks in advance.

You are correct. If you have multiple effects that resolve at the same time, you choose which order to resolve them in.

That's not actually correct.
Check the rulebook, page 16, last paragraph.
If multiple abilities resolve at the same time, the player with initiative resolves his abilities first.
And the FAQ reiterates this as well under Section 4.

A: The player with initiative resolves all abilities he would like to resolve, then the other player resolves all abilities he would like to resolve as described on page 16 in the core rulebook.
God of cheese is partially correct. For your own abilities that trigger at the same time you get to choose the order. For competing abilities with your opponents it is dealt with by initiative.
However, the player with initiative chooses his ability to activate (or not) first, then the opposing player chooses his ability after. The player with initiative cannot choose how your ability interacts with theirs, only their own ability.
