Can I immediately use this TL on the currently resolving attack and reroll any blanks I got or is it more for the BTL title card to get a TL on the turret attack?

You're still in the Modify Attack Dice, so you can spend it immediately.

Exactly. At first, I thought it would be OP, but then I realized "oh hey wait no focus, no prob."

You can use that TL on a second attack made with a turret if you have the title though. I think that's probably what the idea is behind the card.

It allows you to spend the focus to activate a blaster turret, then have a TL available to modify the attack dice from it.

Even on a regular attack it's not bad. It's a free 50/50 conversion for any blanks. Or you can always save it for next turn.
