Her card says "Discard all your Destiny cards and gain 1 Destiny" so what happens if you had no Destiny cards in the first place?

a) nothing

b) you draw a Destiny card

optional c) Aghh! another Woodlands card rule issue "gibble, gibble"

Yeah, if you have no Destiny card already, and you are unbound, then Queen Mab is generally a positive card to encounter.
