Do units that have been declared as attackers during the ranged skirmish phase of combat refresh at the end of that ranged/skirmished phase?

No. They refresh at the end of the combat round (if the battle lasts that long) with all the other units at that battle. The RRG Battle Flowchart on pg 22 is your friend.
