Does this game have any skirmish rules anywhere? I'm looking for something that allows PvP combat independent of the campaign rules.

No it does not, you should look into the upcoming SW: Imperial Assault game, which will feature them.

Eh, the game isn't designed with it in mind, and it wouldn't work particularly well, no matter how hard you try. Best to play a different game if that's what you're looking for.

That being said, it is possible to make rules/maps for PvP in the quest vault. Some people already have.
