I came up with a list this morning that I think can deal with the slippery Phantoms as well as those annoying Fat Falcon lists:

Fett with Navigator and VI can use any bank maneuver at any time at PS10, meaning that there are little to no places a Phantom can go that our friend Fett can't put into one of his two arcs and get shots in before Whisper recloaks. While he's doing that, the mini swarm can engage the supporting ships. Against Fat Falcon and all other lists, this squad can still put out a huge amount of damage and dominate jousts while Fett does his tricky thing. What do you think?

I really like it. I have played against that same mini swarm with Whisper as an escort many times, but I think this would win the mirror match up, and is just as good against a lot of things.

As much as I'm usually anti-ordinance- I would drop the obsidians to Academys and add something to like flechetges. You'll have the angle and the high ps to make that first shot count.

With flechette torps, you have to spend your lock to attack, nearly killing your chances of getting that all important first shot to hit. I could totally see using Ion Pulse. I'll have figure out if vulnerability to Predator in my mini swarm is worth the potential Ion hit

Nice list but what if you dropped navagator and replace it with an ion cannon?

I think the list will do fine as is. If I was doing this list, I would consider the following:

I like Mr. Fett, I am agreeing with people that he could use a secondary like an Ion Cannon or Missile/Torp with game effects but thats more points on something that is already 43% of your list. (admitadely its just 2-3% more, but still). The other downside is you can't use Howl's ability on secondaries. But....

I don't think Howlrunner is that effective with only 4 ships flying with her. I would recomend taking those 5 points back and either doing something like:

Backstabber, Night Beast, Obsidian X2

or

Mauler, Backstabber, Academy x2

(or any mix of two elite TIE Pilots and 2 Obs/Academies to taste)

But if you like Howl, you like Howl, I just think she will either go down to fast to be effective or her wingman count will go down so fast that her ability is not so effective. Plus she can't keep formation with Mr Fett.

That could work, but I think using Navigator to be able to go with any bank will let you take advantage of the rear arc more often than not, as well as allowing you to choose any straight maneuver when required. Fett with Navigator is a rear-arc firing MACHINE. Unfortunately, you can't shoot cannons out the back, so Navigator will stay.
