When it comes to actions, deny, deny, deny.

With the current build, your B-wing can't stress and ion with the same attack. Perhaps change it to

Blue Squadron + E/2 + Tactician + ion cannon 28 pts

You could remove one of those Flechettes from the Bwing to make way for another Tactician.

A build based on small rebel ships which focuses on countering phantoms ? This would be my take, since you hardly will have the phantom your firing arc with your auto stressing ships except if he just doesn't know how to play.

Actually, I coined the Ghostbusters list, with

Roark

Blue+Ion

Knave/Rookie + R3-A2

because you know, it's good for killing Phantoms.
