I just got my Innsmouth, and when looking through the rules, noticed the following:

If, at the beginning of the Mythos Phase, the first player
draws a mythos card that shows a location that already has an
open gate, a monster is placed at every location with an open
gate. This event is called a monster surge. Several cards in
the Innsmouth Horror expansion refer to “monster surges.”

Does that mean you no longer have monsters equal to the number of investigators if that number is higher than the number of open gates? Or was FFG just too lazy to include the full rules?

Checking back with the Kingsport rules, they are more or less worded the same, so this goes back some time.

No change in the rules. The clause is there to establish the term "monster surge" to the players, who may not own any other expansion. They probably just copy+pasted the paragraph from an earlier rulebook.
