Does he get a force rating?
If anyone takes ANY of the trees in F&D, do they get a force rating like the other two universal force trees?
I'm not seeing a rule concerning this in the book, figured I'd ask here.

In F&D Force rating 1 is given at the career level, not the specialization level. So, no you wouldn't have a Force rating until you picked up a Universal Force User spec.
You could still take the F&D spec, you just wouldn't benefit from any Force Talents or Force rating upgrades until you gained Force rating 1 from another source.

If you've already got a well-established Smuggler and want a Force Rating, your only real choice is to take Force-Sensitive Exile or Emergent. It's expensive, since you have to buy a third tree, but at least it's a universal tree.
However, if it's a starting character, I'd start with the Sentinel and then grab the Smuggler spec.
Or pick up Smuggler during play if the backstory can allow for something like that (as a post-Order 66-style character concept).
