Just trying to find the rules in either the core rules, FAQ or tournament rules regarding the ruling that says 0 is included in the definition of “all”, can anyone point me in the right direction?

FAQ entry for Garven is where it comes from. That specifies that he can spend a focus token even if he rolls 0 eyeballs.
