Make a 'move' action.
Subtract strain 'up to' your Cunning stat to affect X- amount of NPC's.
So if you have a cunning stat of 3, you can affect 3 NPC's, or if you just want to annoy a single person, spend 1 strain.
They now have a 'Threat' to any checks they make, 2x Threat if you have the Improved version
That's how I read it
Since it states Ranks and not Rating and the fact that the talent appears multiple times in the tree, I was thinking it was tied to the ranks in Distracting Behavior.
The ranks of the talent are used to increase its maximum range.
I think FFG should have the talent reworded for clarity, replacing "ranks in Cunning" with "Cunning score" or something along that line.
