If the game ends in mutual destruction, then the Final Salvo is based on the total attack dice from their starting squad.

Oh my bad, thought it was attack value of your ships that are still alive. Our local group hasn't even started using the new tournament system yet, sorry for my ignorance! :P

If there are ships left on the table then you are correct, it is the attack values of the remaining/surviving ships. It's only if the game is drawn by mutual destruction it reverts to the entire squads attack values.
