No, munitions failsafe doesn't trigger if the attack hits and Blount's attacks always hit. MFS is a complete waste of points on Blount.
As mentioned Blout ALWAYS hits and that hit makes Munition Failsafe a complete waste.
Incidentally, keep in mind that Blount always hits. With the Ion Pulse that means he'll always cause the target to suffer one damage and pick up two Ion tokens.
