Hi, as I understand I can use a focus for Garvens ability even if I roll no eyes. But can I declare an attack with Garven even if there is no target to attack within arc/range? (and subsequently, use a focus to pass it to a friendly?)

You can't attack empty space... you need a target.

Zero dice is a number, ffg have said so.
One could be pedantic and argue that zero ships is still a number of ships.
But I doubt that would really make anyone actually want to play you:)

Tell your opponent that you're attacking empty space hoping to hit that cloaked phantom you can't see. If he tries to point to his Phantom ship on the field, tell him mind tricks don't work on you.
