Hi

I understand that responses are played clockwise starting with the person to the left of whoever initiated the action ... so I suppose I am having a problem identifying the actual person / action

In a 3 player melee game, Player A is first player, I am Player C

Player B has to kill Rhaegar -Which player get the first response?.

I wanted to trigger my Response for old Harranhall (look at my top 3 cards) before triggering Rhaegar

Rhaegar could have been killed either because of a military claim, or during marshalling due to Player A having Theon ... or Valaar

Your basic rule of "clockwise, starting with the person to the left of whomever initiated the action" is only true for triggered effects (i.e., "Player Action Windows"). So identifying the person who initiated the action in a player action window is pretty straightforward - who triggered the effect? But for framework action windows, which are initiated by the "game" rather than a player, the First Player gets the first response.

All three of your examples (claim, Valar resolving, or Theon resolving after a player counts income) are framework action windows, so the order of responses are always going to be A, B, C. It doesn't matter if Rhaegar died because of a choice Player B made during the resolution of the framework events or a passive effect (i.e., how or by whom the response opportunity was created). When you get to Step 5 of the window, the order of Responses will still be A, B, C.
