With Chaugnar Faugn does the penalty for owning or being in the same neighborhood as an elder sign stack? Ex. If you have an elder sign and are in the same neighborhood as an elder sign is it -2?

Furthermore, do two eldersigns in a neighborhood stack. I.e. if you have a seal on the Graveyard and the Black Cave, and are in a purple location while holding an Elder Sign, would you have -3 to skill checks in that neighborhood?
