I'm looking for a good Rebel list that doesn't include the Falcon, and has a HWK (or a Y-wing) and a B-wing. Any suggestions? You can see what I own in my sig

What comes to my mind right away is
Horton+Ion Turret+? (30)
Blue+Ion Cannon+Fire Control+Torps (31)
Pick your favorite X-wing pilot+stuff to round out? People may be inclined to go for Biggs to draw hits, but I actually think having another base attacker like Wedge would be needed here. let's just go that route.

Leaving nine left for other upgrades, or you could cheapen the X-wing pilot to squeeze a base HWK in there. I'm not really sure what a base HWK would do for you though. You could try to squeeze two base X-wings in there as well, but I think that would require sacrificing some of the loadout on the Blue Squadron.
Horton hangs back and fires with his ability, increases the chances of an ionization.
Blue hangs back and fires with the Ion cannon and gets a free Target Lock that can be spent on Torps later.
Wedge does his thing.
Sure, the B and Y are easily hit, but doing so will result in people having to ignore Wedge, to their own detriment.
Now, I didn't say this was competitive tournament "good", because it probably isn't, but since you're not really giving us much to go on beyond "build a list for me", that's what you're getting.

You should have enough firepower to fight Falcons and HLC and Ion Cannon Turret are nice against phantoms.

Sorry for not giving more than just: here's what I want, build me a list. Generally I'll post a question like this, head to a squadron builder to cook up some ideas myself, then hop back over here to look at other peoples suggestions. Next I Frankenstein them together and make something good into something better. So that being said, I have created a baseline unit comp:
Blue + FCS
Roark + ICT
That leaves me with 52 points to spend. I'm thinking definitely an X-wing should be put in it, and am thinking either Biggles or Wedgy. However, Luke could be a possibility to provide a tank for the endgame. Any thoughts?

If you're looking for X-wings, look at Hobbie with R3-A2. Whenever he shoots someone, they get a stress. Hard not to like that.

Finally did the math on that squadron. Looks like R2-D6 checks out (especially since it got top 4 at a nationals). Lol.
I would definitely say Wedge because you need that extra offense that you lose with the buff-ship (Roark).
Finally went with the following:
Roark + ICT
Blue + FCS
Wedge + Opportunist + R2
Prototype Pilot
Really wishing I had the Refit available so I could have squeezed one more upgrade of use into it. Actually the list was rather good, though a brilliant Concussion Missile roll (3 hits + one blank--> hit) ruined the day by practically one-shotting Wedge.
Why Opportunist? Seems like not as useful as having PTL.

The PS 12 B-wing to strip tokens. It was a friendly game, and no one in our group has Wave 4 yet.
I've had some great results with
Garvin dreis (X) plus r2d2 and shield upgrade
Dutch Vander (y) plus R2 to give him more stress clearing options
then support from a generic X and Y, with or without options on the X but making sure the points are there for both Y wings to have Ion turrets.
The Xs spread out a bit and keep wide fire arcs, the Y's cruise the centre and slow down/paralyse any ship that gets close enough.
garvin can pass on his focus, dutch passes on target locks.
You can end up with everyone locked on to problem ships quite quickly
