If I use Dead for One Thousand Years on my opponent's Perfect Sense of Balance (or any other card), I understand that it and all copies are blanked. As it reads, it also seems to me that since it responds after the ability is "played" it will blank everything after the colon in the ability, so the effect will effectively fizzle and do nothing. Is this correct? Or will the effect still go through, but all the other copies cannot be used?

Yes, the effect is fizzled (not cancelled or negated, just isn't there so doesn't happen), and said card is blank for the rest of the turn (and all other copies in play).
