that's correct, you don't have to hit the target, only shoot at it.

Flechette Torpedoes work the same way, even if you don't do damage you still cause stress to a ship with 4 or less hull.

It's one of those cards that you look at and think, "nah that can't be right... Cause stress without hitting?"

No. There is another: You need to attack inside your firing arc.

You just have to shoot a target in arc at range 2, and boom! You have a stressed defending ship.
