So now the only sphere that doesn't have an ally that can rearrange the cards on top of the deck is Tactics. And Leadership's is a one-time rearrangement while Spirit and Lore can do it repeatedly. When is Tactic's turn?

It's the any order return of the cards that really makes her worth the 3 cost. Awesome!

True, but if you can add some card draw in before she gets shuffled, it'll work just fine.
Nice card. Useful to be able to also fetch things like Steward of Gondor and King Under the Mountain if you have not drawn into them.

+3 for a turn for 3 resources with a top 5 card chance is pretty sucky imo.

She is "not that good", I agree, but she is really good in general, especially because she's leadership which has lots of resources usually so 3 cost is not that much. So for not that much you get a one time 3 willpower boost or target for other abilities or whatever, you get to scry your deck and rearrange, which is very nice, and if you have an attachment that costs 3 or less (pretty much all attachments including very good ones: Steward, Gondorian shield, Visionary leadership, Sword that was broken, etc I still think she will be used in leadership decks mostly due to her cost, with at least 2 leadership heroes I mean. I am doing exactly that with a recent deck that uses all of these attachments on Boromir, plus Gondorian fire, and so Galadriel works great in that.
You could use this to play attachments that are out-of-faction, some interesting possibilities there. Maybe get Light of Valinor when you're not playing any spirit. Or a Burning Brand without Lore or something.
What are some expensive attachments that would combo well with her? Other than Steward of course.
The other 3 costs are Support of the Eagles, Forest Snare, and Self Preservation. None of those combo particularly well.
Other 2 cost leadership attachments include Celebrian's Stone, Dunedain Cache/Quest, Hardy/Visionary Leadership, and King Under the Mountain. So she would be good (although not super thematic) with Dain/Thorin/Balin for the two Dwarf attachments.
Note that 2 from 3 other 3 cost attachments are lore, and lore is best sphere to combine with leadershit for solo play.
I think Anduril and Sword that was Broken are the most perfect fit, both being three cost and Leadership/Boon.

I think they mentioned in the preview for her hero card that, while living in Lorien, she actually has a Noldor heritage.

This is correct. Tolkien wrote a number of varying versions of the story of Celeborn and Galadriel, but Galadriel is without doubt of the Noldor. In most versions Celeborn is actually Sindarin, but since FFG have abolished this branch of the Elven race it is reasonable enough to label him Silvan.
