so what exactly was the ruling? CoS can stop Seal? but the cost of using seal still must be paid?

Yes. The ability was still played from your staging area, even if the card isn't there anymore. CoS can stop SoC.

but wasnt lost memories VS lost memories ruled that the second lost memories could NOT negate the first lost memories because it was not in the staging area anymore, and this ends up with the same wording?

Wrong, Lost Memories has always been able to negate other copies of Lost Memories. It simply doesn't destroy the other copy of Lost Memories because it's already in the discard pile.

Also, LM's wording isn't the same. It just says "ability printed on a foundation", no mention of a staging area.
