I know there is a Source book coming out for this region of space, but in the mean time care to do some speculation?
My PC's have been to Nar Shaddaa previously as well as Nal Hutta. I envisioned that the black market wasn't really a obscure place, or hard to find, that it would quite frankly be possibly in the open, or at the least very easy to locate on both planets. I've read up on it and yes I know they are highly dangerous places where any criminal can thrive. I know there is at least one law, you don't cross the cartel! So there are certain locations set aside that are controlled by the cartel where they want no trouble or any kind of criminal dealings because simply put it's their turf and they want some semblance of order I would assume.
Do you think robbery though would be openly accepted on the streets obviously no one ever wants to get robbed but do any of you think there would be anything or any one that would try to stop it? The same goes for Spice peddling, weapons dealing, probably stolen goods etc etc..
I would love to hear any ones thoughts on these places and their structure/order!
Law in Hutt Space?
There's a few laws:
Imperial Law, which is enforced to some extent in Hutt Space as its just a region in the Empire. From the moffs down, they're all subject to that law, however, buckets of cash and corruption means its kind of kept to a bare minimum. Provided they pay their other 'taxes' to keep it that way.
Given a chance, they'll still drag your ship over the customs coals, shoot you for being difficult and carrying around a lot of ordinance in front of them.
Local Law, that is enforced by the resident crime group who may be affiliated with the cartels and so on, but they're mostly interested in 'taxing' the locals for extortion, keeping whatever black market systems there in place to make money off of and of course, keeping the other wolves out of their territory.
For you to wander through a gangs territory to do business, they'll be mostly ok with- up to a point, that point is if you're a guilded bounty hunter dripping with weapons lookign to 'collect' some of the residents that might cause a conflict of interest somewhere, or you wander though with an arsenal and get mistaken for a rival scouting gang's hired scum.
Cartel Law... well its a law unto itself, that does for the most part keep its presence hidden and out of sight of fairly much everyone, stumbling into this part of the universe is not a good thing. Because now you know about them and they're going to want to know everything about you in case you've got interests that might put them at risk- associations with other organisations, be they criminal or government.
Generally a good way to get yourself hacked up with a gamorrean's axe and dumped into a local garbage bin.
I imagine Hutt space will have its own rules and a peace enforced if only because chaos is bad for business. Kind of like the Mob during times of relative agreement over spheres of influence. I'd expect that even in Hutt space, the vast majority of citizens don't work directly for the Hutts. They will be normal people, doing normal things. They might have a court to handle disagreements (Qui Gon to Watto: "Would you like to discuss it with the Hutts...I'm sure they can settle this."), but with less due process and more graft, but in general no more than your average third world country. The Hutts probably also don't want everyone walking around with heavy repeaters and thermal detonators, or strung out on drugs...the first is a threat, and the second is also bad for business. Besides, keep the peons poor, and they won't be able to afford drugs, which leaves more to sell to those rich Imperial Core Worlders.
That said, the overall tone would be edgier. You'd have to know who to trust, who works for which Hutt, who not to touch and who can be bribed. The chaos (and stories) would come when a Hutt wants to make a power play against another Hutt.

@whafrog I also thank you for helping to conceive it like a third world country, but far more advanced! Of course the societal way to look at all the civilians or nicely worded 'peons' hahaha..! Also thanks for that reference back to the movies that's helpful.
I like to imagine Hutt and Imperial relations being something like this.
The Empire has offices and garrisons on Hutt planets, but they really have no power beyond their doors. If a Moff saw a guy across the street from his compound selling some Glitterstim, he couldn't really do anything about it. They guy would just duck down an alley and lead them on a merry chase, and the pursuing Stormtroopers would get shanked by the various lowlifes long before they caught the guy.
So all any Imperial Garrisons do is protect any important imperial installations and interests and do nothing else.
Local(Hutt) law enforcement is what has real power. And they're pretty much anything goes as long as you aren't disrupting "business". And even then the main rule is "Don't get caught"
Justice dealt by Hutt overseers is my bet. Everyone pays for protection
