Since wave 5 is listed as 'on the boat' now, do you think it will be legal at Worlds?

Only if it really arrives to the shops before the 21th of October so people can actually pick it up and play with it.

What's allowed at hobby shop friendlies and what's allowed at Worlds are two totally different animals.

What they do at your local gaming store does not reflect on mine. We find it is unfair a player could play with ships not avaible to the rest of players, so we just make them "wait a little" until they can use it at tournaments

Alpha Imdaar ships were clearly not legal at FFG sponsored tourneys or regionals. Wave 5 hasn't been allowed at any tourneys in my area, even casual ones, nor nationals that took place after pre-release.

It would be interesting to know if they have a cut-off in mind even though the current rules say they're legal upon release (would it really be a good idea to make them legal if they were released the week before their biggest tourney of the year?).

Right now, I'm less likely to spend time playing with Wave 5 than against it.

Although, they did switch to LCG legality, aka legal once officially released. If it is available in Oct, then definitely yes. I would say even the first week of Nov. The day before the tournaments start, I doubt it.
