Does anyone know if the Outskirts count as "In Play"? I want to know if outskirt monsters will give Cthulhu bonuses when playing with his new heralds.
Define "In Play."
Initial thought would be that anything on the board(s) is in play (as opposed to In Arkham). There are just less ways you can influence/interact with things like Outskirts, etc. Just IMO (and without perusing the rules/FAQ).
Can't find any rules support, but it seems to me like monsters in the outskirts are not "in play"

That would be my thought too, but I have no idea if it's true.

I could also find that perspective reasonable ;'D does anyone actually have a ruling though?
At work, so can't verify, but when you close a gate, monsters in Outskirts with the symbol get removed too IIRC. There is also the pair of Corruption cards that make you swap a monster with one in Outskirts. In that sense, I don't see them as not in play.

I would think so too. I'm going to assume this is the correct ruling until it's stated explicitly.
