Correlian Rebel and Imperial Force

I want to start a new campaign for my players - we just ended our first campaign playing EotE and now we are moving to AoR. I got 4 players but i want to do something I never did - i want two others player to play as the Grand Moff and another player as the rebel force (she played in our last campain as a Commander). The one playing as the rebel force would give my player quests and give the other rebel forces order. The Grand Moff player will try to destroy the rebel force ofc giving order to his spies and his forces. They would give me their order a week before the game and I would run some test to see how is the war going, if the Grand Moff find any rebel activity and what the Rebel made out of they missions and then plan the session for my player so the war would be random and thanks to the two other player i wouldn't be in charge (we play together a lot so they know me really well).

We want to play in the Corellian Sector using the Suns of Fortune book as source book but i can't find any information about stationing Empiere force. How many star destroyer could Imperium have there? How many troops or regiments? How many ATAT/ATST? How many spies?

How should look the Rebel force? How many people? How many ships should they have? Money? Other resources? How many bases? Do you have any ideas? I would like to know cause I'm very afraid of unbalancing stuff.

I am just in love with your idea. It's incredible. I have plans for something similar and have even posted about it too. Anyway to your questions.

In my eyes, and from what I've read of the Suns book, the corellian sector and ecspecially the planet corellia, feels itself almost completely independent of the imperium. So I reckon that the presence of the imperial army might be minimal at best. I've heard it stated, might have been from Sam Stewart whilst he was on order 66, stated that corellian tend to make up their own minds, but in the end the grand off still does make that final decision. Now this is a cut and paste kind of quote, but I hope you get what I mean, that maybe for what power the imperium does hold there, it might have to be a power excercised a little more quietly and without the knowledge of the masses.

Spies wise, dozens hundreds even, caused if the imperium couldn't lay down a heavy force of troopers, then their most likely to send in spies, to still have some form of info coming off the planets.

Now as far as the rebels go, I have little to no idea, sorry. But maybe you could centre your campaign on creating a rebel hold on the sector, or strengthening that grip. I don't know, small ideas to help.

There are several kinds of Imperial vassal state that aren't directly controlled by the Empire with varying degrees of Imperial Influence. Some just pay taxes to the Empire, and have Imperial agents to advise them on polic issues, and military issues at time. Others are controlled by the Empire in all but name having Imperial regional government, and military forces present in parallel to and in authority over the local government and its forces IMO Corellia is the latter but given the illusion of some independence to prevent a full scale revolt.
