Can someone fire his PDS at ships moved into a system by Action card "Patrol", Second Ability of Warfare or Integrated Economy? Or does he have to activate the system by himself to fire PDS at this units?

A command counter is moved into the hex. Since it has not been actived, there is no PDS fire.

Another way to look at it would be that PDS fire is a part of the Tactical or Transfer actions, and these haven't happened.

Putting a CC in the hex causes it to be "activated" by definition. However, as mentioned, the only time you can fire a PDS is during the PDS step of a Tactical or Transfer action. Thus, during a retreat, during Patrol, Warfare secondary, or Integrated Economy, you cannot fire into the system, as it's not a PDS step.
