Situation:

Strategy Phase, No player has taken a Strategy Card

Two players announce that they want to play an action card in the strategy phase.

Player 1 plays "Cultural crisis": a player loses his race abilities for the reminder of the round

Player 2 plays an action cards (sorry i forgot the name but it was from the addon): No player can play action Action cards for the reminder of this game round, this Action card can be discarded if someone discards three of his Action cards.

Does Player 1 Action card has an effect? Does he have to take this card back to his hands? Does the last speaker dicide? Do the Strategy cards of the last round decide?

I think I agree with blarknob. I believe it was ruled that if initiative order is referred to in a situation where it hasn't been determined (ie, strategy phase), it starts with the speaker and goes clockwise.

Sigma's correct. AC's are resolved in order of play, Speaker starting if Initiative has yet to be finalized.
