A monster has +1 'heart" listed on its card next to a surge. It rolls the dice and comes up with two surges. Can it use both of them for a net +2 or are they limited to one surge effect per listing like characters seem to be?

Each surge ability can only as many times as it is listed on the card.There are some monsters (and weapons) which list the same surge ability multiple times- such as the berserker starting weapon . These allow the ability to be used more than once.

That was my assumption, thanks. So the additional Surge is wasted, unless he had another ability so marked.

Given that you can always use a surge to recover 1 Fatigue (one time per turn), it is pretty rare to have any "wasted" surges ... at least until later (say Act II), when you may be using weapons that roll many dice. The base weapons rolling just Blue Yellow or Blue Red usually don't result in more surges than you need.
