Are Emotional Strengths/Weaknesses pairings fixed by RAW ? Or do I roll once for each?

You can chose them, they don't have to match.
You're free to use the pre-set combinations or mix them as you like (pg. 34).

They seem to have been writtten as being a "matched set," with the each Weakness referring to the Strength that's to the left of it, but as others have said, you're free to select a Weakness that doesn't correspond to your chosen Strenght. And in some instances (Apathy being a big one), you're probably better off choosing a different Weakness.
For instance, the PC I'm currently playing has Bravery for his Emotional Strength (because in spite of some really unnerving stuff he's faced, he's remained stalwart and has never shirked away from danger) but took Recklessness instead of Anger, as he's a fairly mellow individual (not really prone to emotional outbursts or extremes) but does have a tendency to act/react before fully considering the consequences, and on a few instances has leapt in where wiser men would be running the other direction.
